What has happened in the past is that config related changes (config 
headers and build toolsets) start appearing in CVS well before a compiler 
is actually released. Presumably the knowledge comes from beta compilers, 
but because of NDA's no mention is made of how the knowledge is acquired.

Thus by the time the compiler is released to the public, config changes are 
often already reflected in Boost releases.
