[boost] dbgutil - debug utility functions/classes - proposal

Dear boosters,

I propose to add a new collection of debug utility functions/classes,
to help debugging/testing ;)

I have such a class dbg_wrapper which I think could be quite benefficial
(extended a previous time_t_wrapper class, taken from the project I'm
currently involved on).

[works on VC6, gcc3.2, compiles on como4.3.2]

I'm sure others have small helper classes we could all benefit from.

What do you think?

P.S. That said, I'll continue working on SMART_ASSERT to hopefully get it
ready for a formal review in a couple of weeks.
