SourceForge has been planning an upgrade to their CVS server, adding
something like six times the capacity. At the start of the month they said
they were very close to cutting over to the new hardware, and would
eliminate the 24-hour delay when cutover was complete.

The Web CVS access no longer has the message about the 24-hour delay, so
perhaps the cutover has now occurred. They are also reporting a disk crash
and some other problems that sound like teething.

Anyhow, the anonymously CVS problems that have been bothering people all
summer are supposed to disappear soon, if they haven't already.
