[boost] intel 8.x/Win32 beta testers

For those of us beta testing Intel C++ 8.0, I have attached a toolset
file.  What's special about this?  Well, according to Intel, the /Qms0
option used by this toolset turns off microsoft bug-compatibility
without turning off important extensions such as __declspec() which
make it possible to compile code targeted at Win32.  Since the intel
8.0 beta testing program is winding down, I hope some people will be
able to start testing Boost libraries with this toolset before they
end our ability to get bugs fixed.
