I'd say definitely yes to the plural - you would not say "Beman, Andrei and
Andrew is members of the Boost mailing list."
Unless the intent of that sentence is for the phrase "Use, modification and
distribute" to be taken as a single entity - that is, the license only
applies if you use *and* modify *and* distribute the library.
