There was some relevant discussion on the Cygwin mailing list recently
about how commands like 'ln' should treat and create shortcuts.¹
More on similarities and distinctions:
o Creating shortcuts with cygutils

o How do symbolic links work?

o Why can't I cd into a shortcut to a directory?
