[boost] GPL'd doc makefile

I just realized that libs/iterator/doc/GNUmakefilee is GPL'd.  My
question: do I have to remove it from the Boost CVS?  It's only used
to generate the iterator documentation.  If so, maybe I'll drop it
somewhere and insert a link to it.
