[boost] enable_if and BOOST_NO_SFINAE

We're committing enable_if in, and about to add
a config macro BOOST_NO_SFINAE.

This name is being used in

boost/iterator/
boost/python/

However,
boost/iterator/detail/config_undef.hpp  does #undef BOOST_NO_SFINAE.

Dave, is it ok to go ahead and do this?
Will you/someone else adapt the iterator library accordingly?
