[boost] XSL reports changes

The following changes have been made in the new version.

1. Issues list shows the list of unexpected failing tests for all libs.

2. If the detailed report contains just one library, then the TOC and
   links to it do not get generated (I belive that this should
   eliminate the need for Spirit version of the reports).

3. --locate-root is now really the same as --locate-root in
   compiler_status! Please change your scripts accordingly.
