[boost] Boost.Test errors_handling_test disabled

I've commented out errors_handling_test from the Boost.Test Jamfile for 
both the HEAD and RC_1_31_0 branch.

The test as currently structured passes only for Windows, and even on 
Windows has problems with gcc. Gennadiy does not have the setup to fix it 
for non-Windows systems, and no one else has volunteered to get the test 
working on other O/S's. It is too late in the release cycle to do anything 
now.

I considered just adding a footnote indicating it is expected to fail, but 
don't like that because it is failing so widely. I think it is important 
for Boost not to appear to favor one operating system over others.
