[boost] como-win32 configuration change

I note in comeau.hpp:

The indicated line seems completely out-of-place here - it's a
library thing, not a compiler thing, and it breaks builds with my
compiler.  I'm deleting it and checking in.  Please let me know if
you disagree with this move.
