[boost] [iterator] concept checking for transform_iterator

I've just passed argument to make_transform_iterator in the wrong order, and 
could not understand the problem for quite some time. Maybe, it's possible to 
add some concept checking to catch such errors earlier. For example, the 
attached patch?
