[boost] Program options library added to CVS

The program options library is now in CVS. It's integrated with regression 
tests, and BoostBook generation. I've also updated top-levle index.htm.

The regression test results can be seen at:

The windows results are not as good as I would have hoped -- though a bit 
better than 100% of failures I had after initial checking. I'll look into  
remaining intel problem but borland and mertowerks failures are complete 
mistery for me -- I'd ask about them separately.
