Both tools were meant to do license checks (and at some point we'd love
to unify them). bcp knows about all of the licenses used in Boost, and
collects the names of authors when it parses the license, so it needed
only minor tweaks to create the extra output we need to determine what
it will take to get a library moved over to the BSL. The inspect tool
only does the equivalent of "grep boost.*software.*license", so it
wasn't such a good fit without lots of effort.
