[boost] "Pending" files have no copyright

The following files in boost/pending have no copyright, there is a wider
issue about what we should do with these files, but for now I'd just like to
fix the licence issue.  It looks like these are Jeremy Siek's work, is that
correct?

boost/pending/detail/property.hpp
boost/pending/fenced_priority_queue.hpp
