The reduction would take effect in any translation unit including foo.hp:

//**************** bar.cpp **********

#include<foo.pp>

// use foo

(on a side note, Jonathan pointed out that the macro mechanism dows
not work, but my question holds regardless of the particular implementation
technique.)
