[boost] Regression tests completely broken?

I reported an error yesterday that I thought stemmed from my trying to
use a toolset variant.  I changed my regression.py run to use the
"stock" toolsets and I'm still getting an identical error (though now
with the stock toolset name "sunpro").  Nothing is being built and no
tests are being run as a result:
