I still have a copy which is available publically at

Unfortunately, I cannot make it available at the old location via
ftp since I no longer have access to the account at the University
of Constance.

Whether this thesis is still any useful is actually questionable: I
think that Jeremy Siek's book on the Boost Graph Library covers the
approach to generic graph algorithms much better.
