We also have Win32's CreateFile, but so what?

All I wanted is add to boost::filesystem one more implementation that
filesystem's client code will be a bit more portable and safe in terms of
Boost list run by bdawes at acm.org, gregod at cs.rpi.edu, cpdaniel at pacbell.net, john at johnmaddock.co.uk
