I disagree - I think this library would be great for Boost, assuming the
technical issues can be worked out.

The C++ committee has also indicated an interest in such a library.
Particularly if it can somehow paper over difference like some systems
exporting all symbols by default, and others exporting no symbols by
default, and requires no changes in the core language or linkers and
loaders.
