I even missed that you CCed EDG, and send a question to Comeau (that's the 
compiler I've tested locally with).

Oops.. I don't even have paragraph 4 in 14.8.2.1. Ok, seems like I'll have to
revert the 'const correctness patch' that causes this problem.
