Didn't try that yet, but I learned that by setting

  using boostbook : /usr/share/sgml/docbook/xsl-stylesheets
                : /usr/share/sgml/docbook/xml-dtd-4.1.2-1.0-25
                ;

in user-config.jam as indicated in the documentation I can build, say,
libs/signals/doc.

That's enough for what I'm trying to accomplish right now.

But I still get the same error when trying to build in the top level doc.
