THe compile-time failure with Random_test.cpp occurs because too many
warning messages are generated - all for an unused parameter.

The following patch disables the warning:

This is a partial patch, because the following 3 lines that occur in
the tests produce a code-gen bug that gives access violations when
running the test:

   instantiate_urng("mt11213b", mt11213b(), 0u);
   instantiate_urng("mt19937", mt19937(), 0u);

   instantiate_urng("lagged_fibonacci607", lagged_fibonacci607(), 0.0);

I don't have a patch for these yet, but at least they are genuine
failures <g>
