[boost] Boostbook Trouble Again

I updated from the latest CVS today and I am having trouble building
docs.  I get the same errors from a fresh checkout.  I followed the
steps for automatic setup at

http://www.boost.org/doc/html/boostbook/getting/started.html

Still trying to build NTP docs.  I got through most of my syntax
errors before hitting this.  I was having difficulty with getting
Doxygen invoked for the reference portions and thought the auto-setup
would help.

Any ideas?
