[boost] Bugs assigned to "nobody"

I have been working through the bug database, trying to get every bug a home.
There are a few left (assigned to "nobody"), mostly having to do with 
the build system, that I'm not sure who is the best person to handle 
them.

I would appreciate it if people could take a look at these and let me 
know who they should be assigned to.
