Because TR1 puts std::tr1::hash in <functional>, I think.

Do you mean Boost.Functional? I can't seem
to find any notice about deprecation of this library.
In any case, my understanding is that this lib
is in no way connected to Boost.Hash, except that
both extend <functional>, hence the name clashing.
