[boost] GIL - formal review

I am not sure what the next step is regarding GIL - we haven't yet heard
much suggestions for GIL improvements.

If the moderators think it is not premature, we would like to request a
formal review.

 

I prefer that it be scheduled after July 25, as I will be on vacation
until then.
