[boost] A possible addition to the boost license FAQ

Hi,

a question I get frequently asked is "Can I dual-license a project or
a library under the GPL and the Boost Software License?". I suppose I
know the answer, but I thought some of you, perhaps Dave or Beman,
might have reliable wording from Devin Smith or other lawyers who
participated to the license development.
