My interpretation is that the email sig is probably tacked on to 
anything that the author writes whether or not it is actually 
proprietary, and means that that the _text of the email_ is (or might 
be) proprietary. The library itself was not included in the email, so 
that isn't what is referred to. If it was, then this thread shows that 
this needed to be stated more explicitly.

In any case, I'm curious to know what this library does that Spirit 
doesn't already. Isn't this just a specialised parser?
