[boost] Function Types - Review Manager Comments

I forgot to say thank you to everyone that participated in the "Function
Types" review, whether you submitted a review or not.  Your comments, as
always, were very helpful and greatly appreciated.

We have come to expect that libraries that are accepted into boost are among
the very best.   There can be no doubt, that its your reviews that make this
possible.   Thank you.
