Summary: End time incorrect for Australian daylight savings

Initial Comment:

The following line in
boost-1_33_1\boost\date_time\local_timezone_defs.hpp

Line 120:
      static int dst_end_offset_minutes() { return 120; }

should be changed to

     static int dst_end_offset_minutes() { return 180; }

If my understanding of this variable is correct, that is, it refers to the end time in daylight savings time. In this case at 3am dst the time is changed back to 2 am std time.

The comments in the file for other places seem to suggest this.
