[boost] [ANN] Improving Boost Docs Project presentation

Hello Boost,

A lot of people offer their help to improve Boost documentation, so we
have change the project objectives. The idea is to build up a long
term community of people that cares and constantly improve boost
documentation and tools.

Our main organization tools will be the project Wiki page:
