As was already mentioned, C++/Tcl is not a Boost library. It just uses 
Boost.

Follow the "Download" link to get the free package.
Distributions from ActiveState are probably the most easy way to get Tcl 
up and running on Windows and I recommend them for use with C++/Tcl.
