Yep. These changes are in trunk HEAD. Major reworks would have happened
on a branch.

You were unlucky. Noel Belcourt mistakenly removed that "const"
yesterday. He realized it was a problem, and reverted less than three
hours later, but you happened to do a checkout during that time.
