[boost] [parameter] Patch to improve CodeGear/Borland support

Hallo,
The patch enclosed here: http://svn.boost.org/trac/boost/ticket/1305
improves support for the latest CodeGear compiler in the parameter 
library. If I don't receive objections in the next few days I'll apply 
it myself.
