I am not sure, but I think tis basically assure everything in
boost/regex directory is copied if you need boost/regex.hpp. I.e. not
only those files found by dependency scanning of #include. So if there
are stuff like:

 # include BOOST_REGEX_USER_CONFIG

which I found in boost/regex/config.hpp
which is included from boost/regex.hpp

you got it...

So I think your fix is Ok, -- but John will be the judge.
