The canonical way to solve this is by having the appropriate stylesheets
locally installed, and then registered in your XML Catalog, so a request
to docbook.sf.net gets redirected to a local substitute.
Depending on your platform that may be handled automatically when
installing the appropriate xsl-docbook package.
