The problem isn't tagfile.xml. If you comment it out, the error moves
elsewhere. Looks like a deep bbv2 problem, possibly related to bad
voodoo in bbv2's quickbook.jam. (??? Just a guess.)
I've posted to boost-build, hopefully someone can help.
