[boost] detail/shared_cout.hpp: missing workaround.hpp include

I'm getting compilation errors on several platforms due to a missing
include in boost/detail/shared_count.hpp. This header makes use of
BOOST_WORKAROUND, but workaround.hpp isn't included.
Are the any objections to adding the include?
