[boost] [Range] Review scheduled?

I see from the review schedule page that "Boost Range (update)" has been
submitted for review.

Is this the range_ex project from the sandbox?

The link to the vault is broken on the schedule page.

Also, what exactly is the vault? I'm unclear of its relationship to the
sandbox.
