Probably a documentation bug. The 1.36 documentation is at:

http://www.boost.org/doc/libs/1_36_0/libs/exception/doc/boost-exception.html

I expect the utility documentation should be changed to note that
exception handling is no longer part of it and link to the new
documentation.
