You add it to the appropriate file in:

http://svn.boost.org/svn/boost/website/public_html/beta/feed/history/

Actually, it'll probably be a good idea to add one for 1.37 now. I
just worry that it'll get accidentally merged with the live site. But
I'll add it later today.

If you need help, or don't want to do it yourself, the best thing to
do is post a support ticket with component 'website', or ask on the
documentation list. I usually notice posts on this list (especially
during the release period), but sometimes I miss them, as I did with
the circular buffer thread.
