Why drop a useful and functioning library? Is that a punishment to the
original author for not being responsible?
I would leave it in because there's probably a lot of code out there still
using it.

I suppose the right procedure to take would be to look for a new maintainer.
If no one is found, then drop the library from the official distribution.
