These libraries use the respective native APIs to provide their portable
interface. AFAIK, none of them tries to reimplement these APIs on
platforms that don't support it. And as for Filesystem, since you
mentioned, it is going to drop the Cygwin platform because it doesn't
provide the needed support for wide strings.
