Here is what Giovanni Asproni, the ACCU 2010 conference chair replied:

I can tell you that nobody has sent us any proposals about boost. I
guess some of the C++ talks *might* mention something about it.
That said, I think many other people on this list agree with me that the
conference is well-worth attending anyway.
