Interesting, does that mean that the review process is separated between the review of "interface and documentation" and a review of the "implementation" (later) ?
In that case, I suppose the 'interface and doc' review would be done only if there is at least 1 working implementation -ensuring that the reviewed interface is somewhat usable- ?
