Ok. By encoding aware you mean fixed to a static encoding.

Difficult You can't do it blindly. char strings can be anything. On
Windows they would _rarely_ be UTF-8.

That depends what we mean by encoding 'aware'. On Windows it assumes char
strings are in the local codepage and wchar_t strings are UCS2. These are
the same assumptions made by the underlying Windows API.
