Yes, this should work:

bjam dist-bin define=QUICKBOOK_CYGWIN_1_5

There doesn't seem to be any reliable way to detect 1.5.

Although it'd be better if you upgraded, I expected that everyone
would have by now. Alternatively, you could stick with quickbook from
1.43 for now, 1.44 tweaked a few things, but there's nothing
essential.
