I know what went wrong. When you click on the link to download the xsl
stylesheets on a windows machine, sourceforge says:

'Looking for the latest version? Download docbook-xsl-ns-1.76.1.zip (5.3 MB)'

You downloaded it (quite sensibly) but it's the wrong file. Oddly, it
links to the right file when using OS X. You need
'docbook-xsl-1.76.1.zip', which you'll find here:

http://sourceforge.net/projects/docbook/files/docbook-xsl/1.76.1/docbook-xsl-1.76.1.zip/download

I'll try to make the documentation a bit clearer.
