I'd speculate that these two observations are connected.
Plenty of folks will not be willing to update at the release rate of
boost. For example, I might select a linux distribution (that
contains boost) and use it for 2-3 years before switching. At the
current rate of 4 Boost releases/year, I could be 8-12 releases
behind.

I can sympathize with this reaction. But consider the user's point of
view, too.
